Mr. Starkel joined NGP in 2010 and serves as a Managing Director and Operating Partner of the NGP funds. As an Operating Partner, Mr. Starkel will apply his extensive operating experience to NGP’s due diligence efforts and will be available to assist portfolio companies with in-depth projects as needed. He also serves as Director of Risk Management of the NGP Funds. Mr. Starkel has extensive experience overseeing large programs and workforces and has an in-depth knowledge in designing and implementing operational risk mitigation policies and procedures.
Prior to joining NGP, Mr. Starkel was a proven leader with 21 years experience as an officer in the U.S. Army Corps of Engineers with expertise in watershed management, coastal infrastructure reinforcement, disaster recovery, and crisis management. His most recent experience was in leading the New Orleans district during the Katrina disaster and the repair and remediation efforts. Mr. Starkel worked diligently for three years on the $15 billion program to design and execute the repair and strengthening of the hurricane protection system in Southeast Louisiana. From 2002 to 2005, Mr. Starkel was the Deputy Commander of the San Francisco District for the Corps of Engineers, where he oversaw the program to restore vital portions of the San Francisco Bay coastal areas and confluences with flood protection systems throughout California. Mr. Starkel is a Veteran of both Gulf Wars.
Mr. Starkel received a B.S. in Nuclear Engineering in 1988 from the United States Military Academy at West Point. He also received an M.S. in Environmental Engineering and an M.B.A. in 1998 from Carnegie Mellon University.
